What IS the levy?  
  "The Levy" is an additional payment all Canadians pay on top of the regular price of blank recordable media. Some examples of media you pay the levy on are: Audio Cassettes, CD-R/Ws, Digital Audio CD-R/Ws, and MiniDiscs. The money collected by the CPCC is supposed to be divided out to Canadian recording artists, in order to reimburse them for the lost profits caused by music piracy.... The interesting thing is that as far as anyone can tell, no artist has received so much as a penny from the CPCC!
Who started the levy?  
  The levy was put into effect on March 19th 1998 by the Canadian Private Copyright Collective (www.cpcc.ca)
How much is the levy?  
  Currently the levy is priced as follows:
 
Audio Cassettes (40min+)      $0.29 each
CD-R/RWs      $0.21 each
Digital Audio CD-R/RWs      $0.77 each
MiniDiscs      $0.77 each
   
  The proposed levy, which may take effect anytime after October 2003 is:
 
Audio Cassettes (40min+)      $0.51 each
CD-Rs      $0.59 each *note: the raw wholesale price of a CD-R is about $0.30
CD-RWs      $0.49 each
Digital Audio CD-R/RWs      $1.15 each
MiniDiscs      $1.15 each
Recordable DVDs      $0.65 each
